Q: How small amount of current can it manage? Can you set it to 5ma or 10ma for example?

Its stable at those outputs but the metering doesn't allow monitoring that small of a current. I used a DVM to measure 0 to 20mA.

Q: Is this UL certified?

There are no U.L., C.S.E., SGS, etc. stickers on the unit, box, or instruction sheet. Its a good question I wish I had considered before I bought mine. It does work well but I haven't come close to using it under full load yet.

Q: 5 amp or 10? both are listed and the difference is kinda important. since load stability is rated at less than 3a, i'm guessing this is a 5a max.

It will supply up to 10 amps... I think they make one that will only do 5 amps though.
